Where Did So Many Ninja Hattori-Kun Come From?

Long before the days of flashy chakra-powered Naruto ninjas, there was another anime ninja called Hattori-kun [忍者ハットリくん].
Here’s a funny TV commericial for a pachiko parlour where losta people wearing Ninja Hattori-Kun masks suddenly appear out of nowhere on the streets and boarding trains carriages.
Woah woah woah! Did those two commercials had a script or did they really shoot it with random pedestrians? The second one looked like it wasn’t script so I was wondering if the first one isn’t scripted too. If so, the guy must have been really surprised to see all those ninjas running towards him XD
