The Japanese Diet will be looking into a petition that proposes a ban on eroge and adult anime that feature underaged females characters.
Here’s the petition in Japanese:
街中に氾濫（はんらん）している美少女アダルトアニメ雑誌やゲームは、小学生の少女をイメージしているものが多く、このようなゲームに誘われた青少年の多 くは知らず知らずのうちに心を破壊され、人間性を失っており、既に幼い少女が連れ去られ殺害される事件が起きている。これらにより、幼い少女たちを危険に 晒（さら）す社会をつくり出していることは明らかで、表現の自由以前の問題である。社会倫理を持ち合わせていない企業利潤追求のみのために、幼い少女を危 険に晒している商品を規制するため、罰則を伴った法律の制定を急ぐ必要がある。
ついては、美少女アダルトアニメ雑誌及び、美少女アダルトアニメシミュレーションゲーム製造及び販売規制の罰則を伴った法律を制定されたい。
Basically it talks about how such erotic content are corrupting the minds of youths and causing school girls to be raped and murdered.
Therefore, we must stop all these evil companies that have no morals and stop the production of such games to protects our young females.
A law should be enacted to restrict the production and sale of eroge, adult magazines and adult anime.

Is there even a need for such a petition? While I applaud their strong moral convictions, this petition will NEVER go throughl. LOL
The problem with these laws is each person has a different view of what is consider moral. Also the laws use vague terms to define what is “erotic content.” Also with fact that writers could just say that the underage females characters are actually 18 years old; they just appear to be underage.
It’s entirely possible for an 18 year old to appear to be 13, I’ve seen it happen in real life, so it should be perfectly legal for anime/manga too. Plus even if they’re not 18, it’s not hurting anybody and just because somebody (…me?) likes loli, doesn’t mean they’re going to go out and rape kids or murder girls. Honestly, I can’t stand real kids.

Anyways although I don’t watch Kanokan because I don’t really like excessive fan service and the fact that it’s the most watched video online on some website by grade schoolers didn’t help but I still don’t like it since if this petition is passed they can allow more and more things to be banned from anime such as blood and gore, sexual humor, and crude language which like fan service spices things up more.
But with that said seriously to play/watch an eroge and adult anime (hentai?) you have to be 18, and I’m pretty sure by that time you have your preference straight you know? Like if you’re pedophile or not, watching an under aged “cartoon” character get it on with another “cartoon” character isn’t going to make you want to become a lolicon all of a sudden.
Hmm…for me I think overall these companies are doing neither good nor bad.I don’t think I have heard of many cases where a rapist was motivated to rape someone on the basis that he felt horny after playing a few H games.Personally,my idea of a rapist would be a dirty perverted middle aged man who lives in a slum,not a guy who watches anime 6 hours a day.Its just too hard to imagine.
Now let’s wait for a character with age of a hundred with small bodies. I wonder how it would go..
Maybe there’s should be a restriction in buying those things, like they did with cigars or beers. If they want to buy it, show their ID first. That would have cover better security, the rest lies with the mothers skills to find those things in their boy’s room. lol

If you’ll google up G-collections, and visit their site, there’s a disclaimer at the bottom- “Characters engaged in sexually explicit situations in our games are 18 years or older” So even if they’re technically 18, they can still look loli. Doesn’t that leave the situation in the same place as it is?

At first, I read the title of this entry as “Petition to Ban Eroge FROM Underaged Females”. D: Although, somehow I’m pretty sure I’m one of the very few people who would actually be effected if that was the case…
Anyway, regarding my thoughts on the actual subject, others have already stated my thoughts better than I can.
